To create a good Facebook ad, you need to consider a few things. First, you need to understand the consumers journey, that is divided in awareness, consideration, purchase and advoacy. You should divide your campaigns in 3, containing at least the first 3 stages, one for each campaign. The second step is to segment your campaigns properly. On the Awareness stage, you should make a very broad segmentation, and promote your ads to anyone who might fit on your target. On the second stage, consideration, you should focus on everyone who has interacted with your Facebook or Instagram page. And on the purchase stage, focus on everyone who visited your website. and last, but not least, your ads needs relevance to the target audience. So using words, images and videos that might be familiar to the target will have a stronger impact on them.

Can you target Facebook Ads to specific users ?

You can upload a list of people with phone numbers, names and emails. If you have good information on them and the people on the list is on Facebook, than you can target them. But you can’t target one specific person.
